NFPE - P4  CIRCLE WORKING COMMITTEE MEETING AND STUDY CAMP HELD AT TINDIVANAM ON 28, 29.10.2015

கடந்த 28.10.2015 மற்றும் 29.10.2015 ஆகிய தினங்களில் திண்டிவனம் நகரில் நடைபெற்றது. 

 முதல் நாள்  கூட்டத்தில்  இது CWC மாநாடா, அல்லது மாநில மாநாடா என்று வியக்கும் வண்ணம் 200 தோழர்கள் திரண்டு வந்திருந்தனர். முதுபெரும் தோழர் பசுபதி அவர்கள்  கொடியேற்றி  தொடக்கி வைக்க மாநாடு இனிதே தொடங்கியது.

இரண்டு  நாளும் P4தமிழ் மாநிலசெயலாளர் தோழர்  கண்ணன்அவர்கள் அஞ்சல் நான்கிற்கே உரிய எழுச்சிமிக்க உணர்வோடு  ஒவ்வொரு முறையும் பதிலுரைத்தார். குறிப்பாக வருகிற டிசம்பர் 1, 2 ஆகிய நாட்களில் நடைபெறஉள்ள வேலைநிறுத்தம் தொடர்பான எச்சரிக்கை உத்தரவையும்  பிறப்பித்தார் .

 கூட்டத்தில், தோழர்கள், CL விடுப்பு, புதிய பென்சன் திட்ட தீமைகள், LGO, LDCE தேர்வுகளில் MTS கலந்து கொள்ள சர்வீஸ் தேவையில்லை என்ற ஆர்டர் போஸ்ட்மேன் தோழர்களுக்கும் வழங்கிட வேண்டும், இனி வரும் போஸ்ட்மேன், MTS காலி பணியிடங்களில்  GDS தோழர்களை கொண்டு மட்டுமே நிரப்ப வேண்டும், LGO தேர்வில் தமிழில் வினாத்தாள் தரப்படவேண்டும், மேற்கு வங்காள மாநிலத்தில் உள்ளது போல் அனைத்து டிவிசனிலும் CGHS Hopitals கொண்டு வரப்பட வேண்டும், Sunday, COD டெலிவரி Issues, போஸ்ட்மேன் இறந்தால்   ஈமக்கிரியைகள் செய்ய Rs.10,000 உயர்த்தி வழங்கிட வேண்டும்  உள்ளிட்ட  50க்கும்மேற்பட்ட கோரிக்கைள் வலியுறுத்தி பேசினார்கள்.குறிப்பாக மதுரை ராஜமோகன் சிறப்பாக வலியுறுத்தி பேசினார்.

இரண்டாம்  நாள் தொழிற்சங்க பயிலரங்கில்  தோழர். K.R  அவர்கள் இன்றைய சூழலில் தொழிற்சங்கம் எதிர்கொள்ள  வேண்டிய நடவடிக்கைகள் என்ற தலைப்பில் உணர்வு பூர்வமாக பேசினார். அதை தொடர்ந்து தோழர்.மீனாட்சிசுந்தரம் அவர்கள் இலாகா விதிமுறைகள், அதிகாரிகளின் ஏமாற்றும் அடக்குமுறைகளை எதிர்கொள்வது தொடர்பாக பேசினார். தோழர் வெங்கடேஷ் அவர்கள் RTI விதிகள் பற்றி தெளிவாக பேசினார். NFPE P3அகில இந்திய தலைவரும், தமிழ் மாநில செயலாளருமான தோழர் J.R ,அவர்கள்,  GDS தமிழ் மாநிலசெயலாளர் தோழர் ,தன்ராஜ் அவர்களும் வாழ்த்தி பேசினார்கள்.

மாநாட்டில் கலந்துகொண்ட அனைத்து தோழர்களும் விரும்பும் வண்ணம் தங்குமிடம் தந்து ,அறுசுவை உணவுகள் கொடுத்து உபசரித்து அனுப்பிவைத்தனர்.  தோழர்களும் எழுச்சிமிக்க  உணர்வோடு திரும்பினர்.

NEW DELHI: The government is looking to utilise the services of postmen to teach people in rural areas how to use banking services and access various state-sponsored financial inclusion schemes. "The idea is to turn a post office into a financial literacy hub. We will organise weekly literacy camps and selected post office employees will undergo a structured training programme developed by banks on financial literacy," said MS Ramanujan, member (banking and HRD), Department of Posts.

India Post is among the 11 successful entities that recently got in-principle approval for a payments bank licence from the Reserve Bank of India. Tentatively named as 'India Post Payments Bank,' the entity will have an initial capital of Rs 300 crore.'

"We are looking to leverage our entire postal network," said Ramanujan. He said banks will pay a small fee to use the services of the
postal department depending on the location, details of which are being worked out.

A senior finance ministry official said the government is looking to focus on financial literacy as part of its financial inclusion programme. "Now that the accounts have been opened, we want to ensure that people take advantage of all other schemes, including soft loans under the MUDRA Yojana," said the official, who did not wish to be named.


So far, about 18.86 crore accounts have been opened under the Pradhan Mantri Jan Dhan Yojana (PMJDY), with deposits of nearly Rs 25,700 crore.

"Around 40% of these accounts have zero balance. We want them to develop a habit of banking, so that they can have a credit history and use other services," the official said.

The Centre had last year launched three social security programmes - the Pradhan Mantri Suraksha Bima Yojana (PMSBY), the Pradhan Mantri Jeevan Jyoti Bima Yojana
(PMJJBY) and the Atal Pension Yojana (APY) - to bring the excluded under the fold of formal financial services. The drive is billed as 'Jandhan to Jansuraksha' or people's money to public security.

The government has set a target of Rs 1.22 lakh crore for loans to be given by staterun banks to promote new entrepreneurs under the Pradhan Mantri Mudra Yojana, which will seek to "fund the unfunded".

While metros like Bengaluru, Delhi and Mumbai led in terms of the sales, the e-commerce firm said it saw a huge surge of interest from tier II cities.

E-commerce major Flipkart on Wednesday said it has sold half a million mobile handsets within 10 hours as part of its The Big Billion Days sale.
“This sets a record for the highest number of mobile phones sold in India in a short period of ten hours in any platform, either online or offline,” Flipkart said in a statement.
Flipkart’s Big Billion Days festive sale started on October 13 and will end on October 17. The sale of mobile phones opened on midnight last night.
While metros like Bengaluru, Delhi and Mumbai led in terms of the sales, Flipkart said it saw a huge surge of interest from tier II cities with Nagpur, Indore, Coimbatore, Vishakhapatnam and Jaipur leading in sales.
The Bengaluru-based firm said the platform also saw huge sales of 4G-enabled devices.
“75 per cent of the phones sold during the ten-hour period were 4G phones,” it added.
“It has been a blockbuster beginning for our mobile-category sale. The record sale of half a million mobile handsets is truly a testament to the growing demand for smartphones in India,” Mukesh Bansal, Head of Commerce Platform, Flipkart said.
On the first day of sale, Flipkart had sold 10 lakh products in the first 10 hours with six million visits from across the nation and 25 items sold per second.
“Bengaluru, Delhi and Chennai have emerged as the chart toppers in terms of visits from metro cities, and Ludhiana, Lucknow and Bhopal from the non-metro cities,” Flipkart said had in a statement.
Flipkart offers over 30 million products across more than 70 categories, including books, media, consumer electronics and lifestyle.
The company employs 33,000 people, has 50 million registered users clocking over 10 million daily visits and enables delivery of over eight million shipments a month.

Govt. Doubles Monthly Bonus Calculation Ceiling To Rs 7,000

New Delhi: The Cabinet today decided to double the wage ceiling for calculating bonus to Rs 7,000 per month for factory workers and establishments with 20 or more workers.

“The Payment of Bonus (Amendment) Bill, 2015 to enhance the monthly bonus calculation ceiling to Rs 7,000 per month from existing Rs 3,500 was approved by Union Cabinet here,” a source said after the Cabinet meeting.

The amendment bill will be made effective from April 1, 2015. Now the bill will be tabled in Parliament for approval.

The bill also seeks to enhance the eligibility limit for payment of bonus from the salary or wage of an employee from Rs 10,000 per month to Rs 21,000.

The Payment of Bonus Act 1965 is applicable to every factory and other establishment in which 20 or more persons are employed on any day during an accounting year.

The bill also provides for a new proviso in Section 12 which empowers the central government to vary the basis of computing bonus.

At present, under Section 12, where the salary or wage of an employee exceeds Rs 3,500 per month, the minimum or maximum bonus payable to employees are calculated as if his salary or wage were Rs 3,500 per month.

The last amendment to both the eligibility limit and the calculation ceilings under the said Act was carried out in 2007 and was made effective from April 1, 2006.

This amendment in the Act to increase wage ceiling and bonus calculation ceiling was one of assurances given by the Centre after 10 central trade unions went on one-day strike on September 2.

The government had hinted at meeting workers’ aspirations on nine out of 12 demands submitted by the unions.

Singapore: World's first drone postal delivery takes place on Pulau Ubin island

Singapore has carried out the world's first point-to-point postal delivery by drone SingPost and IDA 

Singapore has successfully performed the world's first delivery of mail by drone, conducting a test flight carrying a letter and a parcel with a T-shirt, which crossing from one island to another.
 
While there have been other similar postal-delivery-by-drone trials conducted by DHL in Germany, Swiss Post in Switzerland and thePosti Group in Finland, Singapore Post (SingPost) claims that this is the first time that an unmanned aerial vehicle (UAV) has been used for point-to-point recipient-authenticated mail delivery. 

The drone took off from Lorong Halus, a wetland area on the eastern bank of Serangoon Reservoir on mainland Singapore, and flew 2km to the delivery location within just five minutes across open water to Pulau Ubin, one of Singapore's 60 offshore islands, preserved as a rural area of beauty. 

The SingPost Alpha Drone 

The SingPost Alpha Drone was built by SingPost in collaboration with IDA Labs, the research arm of the government agency Infocomm Development Authority of Singapore (IDA). 

It can carry a payload weighing up to 500g and travel a maximum distance of 2.3km, but it cannot fly any higher than 45m, which is far below the maximum height of 400m established by civil aviation authorities in Europe and the US.

The drone uses technology from the open source Pixhawk Steadidrone platformtogether with a new experimental delivery platform developed by SingPost and tied to a mobile app. 

"This drone technology is tailored for use in dense urban landscapes. It is energy-efficient and reduces carbon footprint as it is fully battery-operated," said Dr Bernard Leong, head of digital services at SingPost. 

"We have developed a customised solution app equipped with security features and authentication functions to ensure that mail and packages are delivered to the intended recipient. Through this app, users will be able to select their preferred delivery date and time to suit their schedules." 

Still a way to go before drone deliveries take off 

Drone delivery might sound very exciting, but realistically even Singapore, which is known for its early adoption of emerging technologies, admits that it will be some time before UAVs become a regular sight in the sky. 

"Although it will be a while before it is viable for drone mail delivery to take off in Singapore, taking into consideration commercial and safety factors; this first step by SingPost and IDA demonstrates what Singapore is trying out with our Smart Nation vision – to have the various parts of our ecosystem collaborate, experiment with new ways of doing things, and in the process, literally aim for the sky with new technology," said Jacqueline Poh, managing director of IDA. 

Drone guidelines set out by the Civil Aviation Authority of Singapore, following the passing of the Unmanned Aircraft (Public Safety and Security) Bill in August 2015CAAS
Singapore allows anyone to fly drones within their line of sight, but commercial users must obtain an operator permit and an activity permit, following the passing of the Unmanned Aircraft (Public Safety and Security) Bill in August. Even recreational users are required to apply for an activity permit if they choose to fly the UAV outdoors, but no permit is required if the drone is flown indoors or in an area not affecting the general public.
The Singapore government is keen to push the use of drones in order to ease manpower constraints in the country. In February, local restaurant chain Timbre Group made international news for trialling drone waiters to help deliver food from its kitchens.
